Tragically we don't know who did this illustration. This large color illustration accompanies a poetic version of the fable found in "World-Wide Fables". The version this illustrates is attributed to "anon" but they're using Pope's version of the fable almost verbatim, see fable (43). It's not uncommon for illustrators to anthropomorphize the mice by giving them human clothing and accessories, but this illustration goes completely off the deep end: the mice appear fully clothed in stereotypical country and city attire, drink alcohol from snifters, eat with utensils, and even smoke.
